Graham Scott '60

Graham Scott is President of Graham Scott Strategies Inc. He has extensive experience in public policy, governance and in the assessment of NFP and for-profit boards and management teams with a particular emphasis on health care.  

Graham was born in Nova Scotia and grew up in Nova Scotia and New Brunswick. He received his BA and law degree from the University of Western Ontario in 1966. 

He was Executive Assistant to the Rt. Hon. Robert Stanfield, Leader of the Opposition from 1970-1976 and subsequently held a number of posts in the Ontario Government, including Assistant Deputy Attorney-General, Associate Secretary of Cabinet and Deputy Minister of Environment and Deputy Minister of Health. 

Mr. Scott was a Partner at the law firm of McMillan LLP in Toronto from 1984 until 2008 and served as Managing Partner from 2000-2006.

Mr. Scott represents health and government clients in matters of governance, management and accountability and has been involved in the amalgamation, restructuring and governance processes of more than 40 hospitals primarily working with Maureen Quigley.

In 2001-2002, Mr. Scott served as Interim President and CEO of Cancer Care Ontario. In 2003, he was appointed Supervisor of the Sudbury Regional Hospital. In 2006-7 he served as independent Chair of the AHSC-AFP Task Force for the Physician’s Services Committee. In 2008 he was appointed as Investigator and subsequently Supervisor of the Kingston General Hospital and in 2009 as Supervisor of Quinte Health Care. In 2012 he was appointed as Lead Negotiator for the Ontario Government in seeking a Physicians Service Agreement. He was also appointed to Investigate and report on management issues in Public Health Units in Muskoka and Sault-Ste Marie.

He serves as a mediator/facilitator between hospitals and physicians and does confidential assessments of non-profit and profit-based Boards and management teams.

Mr. Scott is a past Chair of the Boards of the Institute for Research on Public Policy, Canada Health Infoway,  the Canadian Institute of Health Information and the Public Policy Forum. Mr. Scott is a Director of LDIC Inc, the UNTD Association of Canada and Rothesay Netherwood School.

In 2005, he was appointed to the Order of Canada, a recipient of Medals for The 125th Anniversary of Confederation and the Queen’s Diamond Jubilee Medal.

He is a member of the Rothesay Netherwood School class of 1960.  Appointed as Governor in 2009, Graham is a past RNS Director (2012-2021) and the past chair of the Governance Committee.

He is married to Gail Scott and has two daughters Gillian, a partner at Osler LLP in Toronto and Genevieve, a writer and Adjunct Professor of Creative Writing in Irvine California.
